Monthly Staggered Registration began 8/1/1983 for new registrations,

expire "AUG 84", and 4/1/84 for renewals, expire "MAY 84" to "APR 85",

based on owner's birthday.  New registrations since assigned previous

day of next year.

Optional Two-Year Registration began 1992.
